You have described your question very briefly. Even the problem itself is not clear. Either the page at http://tplinkmodem.net doesn’t open at all, or the factory admin/admin login and password doesn’t work.

If the first problem is that the settings of ADSL modem TD-W8960N at tplinkmodem.net do not open, even the authorization page does not appear, then you should check if you are connected to the modem. There may be a problem with the network adapter settings on your computer. I wrote about all these settings in the article: not going into the router settings. You can also try to enter TP-Link TD-W8960N settings at 192.168.1.1, or 192.168.0.1.
If the authorization page opens, but the password and login admin and admin do not fit, then the reason is most likely that the password and/or login has been changed in the modem settings.
