It is not possible to distribute the Internet via Wi-Fi through the TL-WN727N adapter and PPPOE connection
The internet is connected to the PC via cable. In the network connection tab there is a high-speed connection (through which I connect to the Internet) and ethernet (which is always on and without which the high-speed connection does not work).
I tried to give out Wi-Fi via mobile hotspot, but this option is grayed out and the color says mobile hotspot could not be set up because there is no connection.
The network status says I am not connected to any network.
I tried to give out through the TP-Link utility and it also creates an access point to which you can connect, but it does not give out internet.
That is, no matter what I tried through cmd, utilities, other programs for Wi-Fi distribution the result is the same connection is there but no internet.
I think that the problem is that the system does not recognize my connection to the Internet and writes that I am not connected. How to deal with this I can not understand. Yesterday I spent quite a lot of time on your site looking at the instructions, but unfortunately I am at a dead end.

It won’t work via mobile hotspot, because the hotspot doesn’t see PPPoE connection (high speed connection).
But through command line and TP-Link utility it should work. When configuring the TP-Link adapter through the utility, did you select the correct connection (high-speed, not Ethernet) in the settings? If so, the link to the instructions above (in your question).
Since mobile hotspot cannot be used in your case, I recommend you to refuse any third-party programs and utilities, and configure everything through the command line. Which you have already tried to do.
Usually, when devices connect to a virtual Wi-Fi network but without internet access (have you checked on different devices, by the way?), the problem is in the shared settings. Too bad you didn’t attach a screenshot of those settings. You can attach it in the comments below.
Also, disable antivirus and Windows firewall for a while.
