Throws out constant errors “Failed to configure ICS” since then what only did not try, local network in the connections did not appear, access to Ethernet opened, permissions to the program are all set, runs as admin, firewalls turned off, even deleted antivirus, cleaned the register and so on. Even downloaded third-party programs (MyFreewi-fi and others) they all give errors (do I need a USB adapter in the system for them to work?) Let me start with the fact that without a Wi-Fi adapter you can’t launch a virtual access point (Soft AP) and distribute Wi-Fi from your laptop. If I understood correctly, when you started the access point through the command line, the TP-Link TL-WN723N USB adapter was disabled. And since you have a laptop, it also has Wi-Fi (built-in module). You didn’t write anything about it. Is it disabled in Device Manager, or is it broken/absent? It’s just not quite clear why you also need a TP-Link TL-WN723N.

Of course! Without it neither the standard TP-Link utility nor third-party programs can work. Just like you won’t be able to start distribution in the command line.
First of all, disable sharing in the “Ethernet” properties. It is also desirable to reset the network settings. After that, connect the Wi-Fi adapter and try to launch the access point through the command line (link to the instructions above). Disable antivirus (if it is installed now) and preferably Windows Firewall.
The very error “Failed to configure ICS, you can connect to SoftAP, but to share the internet service may be some problem” (do you have the full text of the error?) indicates problems with the settings of shared internet access. That is, the laptop is giving out wi-fi, but the network has no internet access.
