Why is Wi-Fi distribution from a laptop disappear?

The situation is as follows: there are 2 laptops: note1 and note2. Note1 is old, note2 is new. They have Win7 on them and from them created Wi-Fi distribution points through the command line. Usually notebook2 is connected to the Internet via wire.
The problem is that note2 at the usual start of distribution through the command line Wi-Fi gives out, but the phone (and therefore, and note1) can not connect. On the phone writes eternal “Connecting by IP”.
Further: I tried on note2 to create a point with the help of programs. Now the phone and note1 connect, but after a while the distribution on both devices disappears. On notebook2 the internet always works smoothly. To start Wi-Fi distribution again, you have to dance with a tambourine (and the program), only then it works. But periodically the situation repeats, which is very stressful for the person working on laptop1 and for me, that I have to spend time each time to set it up.
That said, if you connect a wire to laptop1, it gives out wi-fi uninterruptedly, it never falls off. “Disabling device to save power” on laptop2 is unchecked (although checked, on laptop1 it is on and there is nothing in the way).

So here’s the mishap. I could have missed something else from the settings. But I have tried all the suitable options found on the Internet (and on this site). Still, after a while, the wi-fi distribution fails.

You wrote that if you run the access point through a program, everything works, but not for long. What program did you use to start wi-fi distribution? Try a different program. And I don’t really understand how exactly the distribution disappears: does the wi-fi completely disappear, what is the status in the program, etc.?

As for running through the command line, and the constant error “Obtaining IP…” (I think it looks like that). Have you tried disabling antivirus? It’s unlikely to be the problem, but you can try. Also, start Internet distribution via command line, share in the properties of the connection through which you have Internet, and check IP settings in the properties of the “Wireless Network Connection*” connection.
