Yes, there is such a thing. After installing the big update in Windows 10 (version 1607), there is a built-in “Mobile Hotspot” feature. It allows you to start distributing internet over Wi-Fi from a laptop, or a computer with a Wi-Fi adapter. Previously, you could launch the hotspot through the command line or with the help of special programs.
After the update, the “Mobile hotspot” tab is available in the parameters. It looks like this:
