I recently ran into the exact same problem, only on a Windows 10 laptop. Everything is fine in device manager, driver installed, but wifi is not enabled. The button is inactive. And when troubleshooting, the message that wireless is disabled appears.

Settings in BIOS won’t help. Don’t you have a Wi-Fi adapter in the Device Manager?

My problem was solved most likely after installing a utility that is responsible for the function keys on the laptop. I downloaded everything from the official site for my model.
